Most city offices have a way to book public tennis courts. They’re very popular so you have to book well in advance. Often the registration is a bit complicated too. Ariake Tennis Park is probably the single biggest facility in Tokyo.
If you’re looking for people to play doubles, a friend of mine used to use a site where you could sign up to join games. I can’t find it though. I think perhaps it went out of business. There are always dating apps I guess.
