The article on Tokyo Cheapo has good suggestions but there is no beating Ikegami Baien plum garden just by Nishi Magome station. It was a private garden left to Ota-ku after the owners death - now full of trees and blossom - better hurry, already near full bloom and only Y100 to get in.

If you’re in Nishi Magome, Boulangeri Ichi is a great place to pick up some fresh bread.
