Chinese new year at Kobe Chintatown

Hello,
im going to Japan from 5 to 15 february with friends and i saw on this website an event for Chinese new year at Kobe but it says mid february and i would like to know exactly the date to know if i can go between 5 to 15. And if i could go, which period of the day should i go ? At night (early or late) ? Please tell me an hour it would be easier for me.

The information has been updated on Japan Cheapo. It’s a bit earlier this year since Chinese New Year is slightly earlier than last year.
