I think there are an enormous amount of options, and it depends on availability and location and budget. Perhaps searching using booking.com is good (you can search for 2 rooms and 4 people)- just be aware that many double beds are quite small. Japanese style rooms (ryokan) could be suitable for 4 people in a single room, and they usually include food options (bf +/- dinner) which can be convenient in the smaller towns.
A cheap option can also be through airbnb. I heard that properties listed now should be ok after the changes in law (and you can always contact the host to confirm they have a proper licence)
